Obituary for Janice McMillan

Janice  McMillan
Mrs. Janice Kay McMillan, age 62 years of Jefferson City, Mo., passed away Friday, December 8, 2017 at Capital Region Medical Center.

She was born on April 4, 1955 in Springfield, Mo., the daughter of Fred and Juanita (Cooksey) Owens. She was married on March 13, 1976 at the Stone Chapel in Springfield, Mo. to James Robert McMillan.

Jan was a 1973 graduate of Hillcrest High School and went on to earn a degree in Urban and Regional Planning from Missouri State University in 1976. She received her Master’s Degree in Public Administration from University of Missouri.

Jan retired in January of 2017 following a dedicated career with the City of Jefferson as the Director of Planning and Protective Services. Prior to her time with the city, she was employed as a Planner for Land Clearance Redevelopment Authority in Springfield, MO from 1976 to 1978. She then was employed with Kaysinger Basin Regional Planning Commission in Clinton, MO from 1978 until 1980 and then accepted a position with the Show-Me Regional Planning Commission in Warrensburg, MO as their Executive Director; she held this position until 1984.

Jan was the treasurer of the Cultural Arts Foundation as well as a member of both the American Planning Association and the American Institute of Certified Planners. She also enjoyed volunteering at the Butterfly Treasure Hospice Resale Shop.

Jan’s greatest passion was her family. No matter the activity or event, time spent with her family was the most important to her. She was an avid reader and enjoyed cooking. She kept a beautiful garden filled with native plants, always conscious of supporting local birds and insects. Jan was a bird enthusiast: she loved to be outdoors watching and studying them. Jan had a heart for travel and enjoyed the adventure of exploring a new place with those she loved. She traveled to Florida often to vacation in the warm winter sun with family or to visit her daughter at the University of Florida. She most recently took a 14 day trip with her husband to Europe where they toured London, Paris and Germany along the Rhine River. She loved traveling cross-country by RV with her husband to national and state parks in Utah, Arkansas, and Florida. She enjoyed day hikes at Paynes Prairie Preserve State Park in Florida as well as day hikes at Petit Jean State Park in Arkansas. She enjoyed multiple trips to Crystal Bridges in Bentonville, AR

Survivors include: her husband, Jim McMillan; her son, Andrew James McMillan of Jefferson City, Mo.; her daughter, Lana Jeannine McMillan and her husband Guido Louis Pardi IV of Cary, North Carolina; her step-mother, Helen Owens; her uncle, Benny Cooksey; and her aunt Mildred Ruzicka.

She was preceded in death by her parents and two sisters, Donna Sue Banner and Joyce Owens.

Visitation will be held from 11:00 am until 1:00 pm, Saturday, December 16, 2017 at the First United Methodist Church.

A memorial service will be conducted at 1:00 pm, Saturday, December 16, 2017 at the First United Methodist Church with the Reverend Daniel Hilty officiating.

In lieu of flowers, memorial contributions are suggested to Butterfly Treasure Hospice Resale Shop
